It fixes when you place and then break it for some reason
After uploading a video here, of this happening with leaves, it just stopped happening for me... And I didn't change anything in my video settings or anything
Also, it seemed to be fixed on every world until I relaunched the game
Possibly funnier than the bug, where you do squats while teleporting to Nether and back
Happened to me in the current snapshot (19w13b) but with the sky lighting, I can fix it by placing blocks in places, where light level is 14, but I can't be bothered --
Also, I think that If you move diagonally (holding both w and a or d) you can move even faster
