Can confirm this is happening to me too on my realm. Commands like tp and clone are just going to hashtags. Command blocks already made and working in the world prior to the bug work fine unless altered in anyway. This includes just switching the mode of the command block will cause it to go to hashtags. I hope this gets fixed soon because I payed for a realm because I am a map maker. I can't update my map, command block wise, until this gets fixed.
