it may be happening because the (60 in total per wave) spawn attempst fail, check the wiki for more percise information on how raids spawn. the atemps could have failed because u are ina ocean an raids cant spawn in water, or u are to near of the only possible spawning space (the waves dont spawn near the player, again, more info to be fiuond in the wiki)
that not only happens in 1.20.1 it has already been happening on arlier versions (i have seen it myself on 1.17-1.19, and have had friends expirience it). i think is haoens because there is no beach biome neary found to locate a treasure, but thats only my guess...
