This is still occurring in Bedrock v1.20.31 and the current preview channel. I tried reaching out to support who told me to clear the marketplace cache, and that I might be out of space and linked me to two Jiras that are unrelated to the issue I'm facing.
I have about 500GB of free space on one drive (m.2 SSD) the game was installed in and 1.2TB on the other (SATA SSD). Neither drive was close to full, I've cleared the entire cache (marketplace cache and all other files on the same screen you can clear the marketplace cache on), deleted download files at \AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalCache\minecraftpe\DownloadTemp, and uninstalled and reinstalled. I've also tried to connect on an S22 ultra android phone and had another person try on a completely separate PC with plenty of space all 3 of which still saw the same behavior. I also tried the method in the earlier comment for the download cache. No other packs are being used in this world on the host PC it is default packs and whatever is included with the Paid D&D DLC
This was while trying to join a world that I confirmed during setup on my sons computer was setup as default with open multiplayer for the new D&D DLC. Everytime you try and join this game from any PC even if the world is deleted and built new the downloading packs screen freezes around this area.
