Changed the platform from xbox back to multiple, the bug is also encountered on playstation, certain PC's, the Nintendo switch, Android, and ios

I believe this bug should be top priority, this issue is gamebreaking

My friends are having the same issue with mcpedl addons, it's really annoying and sucks, why is this game so buggy

No specific packs trigger the crash, it's just if there are more than about 5 packs people can't join when on certain devices, this number grows when adding more packs. The thing that causes the crash is the resource pack fallback error, I'm assuming this isn't working as intended and is an issue. What I would expect to happen is that it would allow players to join, with lower resolution textures like the error message says.
The addons that are enabled on the world are the following
Simple Vehicles
Extra Vanilla Mobs
Bony162's furniture
Mr. Crayfish furniture bedrock port
Blockz+
And a custom one that I made which mainly adds new food and decoration items.
The devices the people have reported issues on are mainly IOS, android, PS4 and 5, Nintendo Switch, and Xbox One, essentially, if you're playing on a console or low powered mobile devices, it crashes

Those reports do not describe my issue, the issue here is entirely different
