It still seems to be the case in the last snapshots. However, I may give a bit more info? The bug happens when placing anything against a redstone ore, not only another redstone ore. I'm guessing the game is registering it as an interaction with the block and not a block placement (placing anything on a redstone ore changes its "lit" variable from false to true)
