I tried to get this achievement several times and here's how I finally got it to work on "Seed 2":
Face North towards a wall
Place all item frames in a 3x3 square
Place all fully explored maps, North-up (no rotation, green indicator should be facing down--the direction the map is facing)
Methods that failed to trigger the achievement:
Facing East while placing on the wall
Facing South while placing on the wall
Attempting all rotation combinations while facing South
As I now have the achievement, I was unable to test other methods. Hopefully this helps narrow things down.
