The same exact thing is happening to my game and only in 1.13, I also have Forge installed.
Update: As of 7/24/2018, I figured out the problem was that I had to much storage.
I feel you. Having a similar issue. Whenever I try to join multiplayer, it immediantly crashes, but single player works just fine
