That world was generated in Minecraft 1.6.4 and is about 650MB

Rare? That's very subjective. Me and many people have very large worlds and see this often. I've seen this issue frequently in my tests.
Why is the resolution set to, "Won't fix"? You guys are probably super busy and have other things to prioritize. But you could at least keep the issue open and fix it in a later 1.18.X update.
Maybe I just don't understand how this works.

This bug exists in Minecraft PE 1.0...
It seems like this may be a good idea to make redstone easier but there is a reason that PC doesn't do it this way. It makes contraptions less compact. It makes redstone harder to use. Please fix this! I will be posting this to the forums.
This bug still exists in 0.15.8... When will MOJANG ever fix this?
I already tried three 32x packs when I discovered the bug. That's what it says in the description. But it's fixed now in 0.15.4
