Here are some problems that might explain this:

1: The Skin Servers are Down.
2: You are not using the latest version of Minecraft!
3: If you ARE using 1.6, use 1.9 or 1.10 (highly recommended) to play Hypixel.
4: If you are using mods (including Optifine), launch Minecraft without mods.
