We have the exact same issue on Google Nexus table too. Latest updated: 26th Sept 2017.
Troubleshooting did not work so would like this issue to be fixed urgently.

Google search shows many others have seen similar problem and have found hacks using other tools such as lucky patcher but I would not until Mojang recommends it.

It's been working well since we bought <Minecraft PE> from Google Playstore last year.
it's a <Blocker> as it does not go past the license error. Very frustrating not being able to play the paid game at all and more so to convince the little one that it won't work until the game makers fix it.
