To put it simply;
1.win10 + android + is friends on Xbox Live + LAN = "Unable to connect to world"
2.win10 + android + is friends on Xbox Live (not in LAN) = Connected normally
3.win10 + android + LAN (while not friends on Xbox Live) = Connected normally
However,I'm being able to do "1" by using VPN.This bug varies across platforms but it worth try using VPN.
As for my condition (1),minecraft maybe somehow conflicts the network.
This bug is ruining the Better Together Update
Any world hosted on LAN are not joinable by other client on LAN & in world owner's Xbox Live "Friends" list.
However,

You guys just have to type a line of code that would mean like:
"if client/host is on the LAN and authenticated in client/host's Xbox Live "Friends" list,then receive/connect to the client/host via LAN (while still connected to Internet/Xbox Live)".
Or just show the host ip/port in the host's pause menu so other player could easily add to the "servers" tab instead

This bug is caused by a lot of factors across platforms.
It could be much easier for players to troubleshoot if the game would show specific errors on the screen upon failing to connect to server rather than simply showing "Unable to connect to world".
Or,the devs could implement an advanced "debug mode" to find out more in-depth about what's happening in the client/server side when connecting.
