I have this issue as well, but mines with Terracotta blocks. They have to be a single layer of blocks at y >= 255. I play on Windows 10 edition with no datpacks and was even able to do it in a new creative world when I built 5 block long platforms at each y level to verify where exactly it started. I attached a screenshot of the issue not being present at y = 254, but being present at y = 255.

Once I placed blocks, I started to suffocate, had issues placing and mining blocks, and fell through when I ate food.
