As a clarification, the launcher can't establish a connection, regardless of whether the computer is actually connected to the internet.
The indicator below your username on the top left says "No Connection", and refreshing it yields the same result every time. This bug is critical, since it makes launching online Minecraft from the launcher impossible.
EDIT: Adding a firewall exception for C:\Program Files (x86)\Minecraft Launcher\MinecraftLauncher.exe does not resolve the issue.
