I'm experiencing this same issue with the natural texture pack on my switch. I noticed it a couple wks ago and disregarded it, but have noticed the issue is continuing to occur. I've went into the system storage on the game and deleted and reinstalled it (as I saw that was listed as a possible solution on some of the comments here and on some other random search for answers to this issue). After deleting the texture pack and reinstalling it still isn't working.
It will load up under global resources and show it as activated but once I try ro create a new world or log into one I already had it activated for it pops up with that error about there being some problem.
My son (11y) is also experiencing this issue. He downloaded the pack after seeing how much better it made everything look and now we're both upset by it not working.
