1 GB RAM, 1.67 GHZ, and 32 bit is not good for gaming. The problem is not with the game, it is with your computer.
My average FPS is 15. 30-40 isn't bad.
On a 4GB RAM computer, I get an average of 15 FPS (even in the latest versions). Doesn't seem to be a problem that you get 20.
It still happens in 1.13-pre7, however, the missing chunk error no longer occurs. (Error in class "Source"), (Channel null in method "Stop"), (Ambiguity between arguments [teleport, destination] and [teleport, targets] with inputs: [Player, 0123, @e, dd12be42-52a9-4a91-a8a1-11c01849e498])
This needs to get fixed. The load times are ridiculous!

In the crash report folder in C:\Users\<username>\AppData\Roaming\.minecraft\Crash Reports just find latest.log or the date / time of when it happened. You can upload that.
If you have a Mac then it is similar but I have no idea how to find it lol.

That happens to me when Minecraft runs out of memory.
Try pressing F3 and looking at the "memory" part (top right of the screen) and see if it is freezing when it is about 2% lower than the "allocated" memory.

You say all these glitches "work as intended". They are glitches/bugs, really. You should actually fix bugs, just saying (not trying to be rude or mean)

I was doing the command for decoration because in older versions it would work. Clearly it was not occupied because the border wouldn't pop up. If you look no blocks occupy, and their is noting to break.
This is incredibly stupid. You got in trouble with GDPR for having the Snooper, a nice system for seeing what data is collected and choosing whether or not to share it. So you turn around and collect even more data with no way to view any of it or turn it off! Wow, just wow...
