Just to chip in - my son is also having this issue with Sonic the Hedgehog on iOS which he has just purchased. It's the first purchase we've made, but free items seem to work just fine, never had an issue before.
The world template appears to have been downloaded but cannot be used due to apparent pending update. Removing the world template gives us the Download button back, which appears to work but then we're just back with the update button. This one also came with skins which have downloaded and are usable.
