Same issue. Cleared cache, removed all downloads, removed 100s of worlds, still can't download my purchases. Logged into another PlayStation account where Minecraft was never used. Purchased the world (again!) from the Store, can't download it! This is insane. I have two very disappointed kids. Apparently this bug report was opened 4 years ago!
