as far as I know, this is a thing with the seed. there's no real bug here.

Not entirely sure what's wrong from the screenshots. Have you tried pressing the square button in the top right, which expands the window?

Bedrock is not limited to OP, and as far as I know has never been a hidden-in-creative-menu block either. It's a regular block that can even be placed in survival. This is intentional.
