i'm on an android and in the 1.10 update they changed the particle command. The only one i have been able to get a result is /particle minecraft:totem_particle 121 4 37 . Also the experimental commands use example instead of test. For example /particle minecraft:example_(name of particle,which i no non now because they renamed them) (coordinates).  

I am having the same problem to. I think they need to update there multiplayer services or at least make it Bluetooth.
