I am having the same problem, android edition. They just dump right back out and end up with an empty bucket 

I'm having the same issue no packs or servers, bedrock on the abandoned village seed. I made an xp farm and it worked for a while, then it stopped giving xp. then I noticed that no mobs anywhere were dropping xp orbs, but mining still does. I tried starting a new seed and everything seems to be working, but I have been playing that seed for a long time so I thought I check it out to see if anyone else had the same problem.
