I tried on two local worlds (one existing, one fresh) and one server running 20w21a. It seems that the item tries to go back to your inventory if possible instead of dropping. It just does not necessarily go back to its original slot, for example, when you put the entire slot onto the crafting grid or when you have another incomplete stack of the same item in your inventory.
