I'm playing on windows 10 edition and had this problem. I have an integrated graphics card. I tried the "Improved Input Response" option, I tried toggling vsync on and off by modifying options.txt, I tried changing maximum fps to a level above or below my refresh rate (50 fps / 80 fps). I even tried all the combinations of them, but none of them changed a single thing. I can provide more information about my device if needed

This happened in my local world. To recreate it, I think you should try to find a snow hut with zombie villager, cure it. Let it move freely in the basement, place down a bed and a lecturn, wait for a few minutes, and then let it go back to where it was before, and then just trade with it until it levels up. It could take 2 or more levels. No guarantee that it would work though
