Yes this is just a small bug they can easily fix. It is obvious it's a bug as if you make a desktop shortcut to Minecraft Bedrock, and increase the desktop icon sizes (Ctrl + Scroll) the icon doesn't keep the same ratio of black to icon, the icon stays the same size and the black border gets bigger. This proves that the black border is being put their (probably by Windows itself) because the icon size isn't big enough, or the correct icon files of the right size aren't being used
