Been looking a lot as well. Had one map spawn me in a plains biome and there were plenty of horses, but if I went away and let them despawn, there wouldn't spawn any new ones.
Other than that I haven't found any, although I've been through a lot of plains, so either something's off with the spawn rates or they are just way too rare.
Actually, it doesn't crash the server. Rather, the player trying to ride the boat gets kicked off and is unable to rejoin the server.
Restarting the server does not help.
everytime i try to join this happens in the server log and it's vanilla
