Hello, after 4 years, I now understand the issue at hand, in laptops they have a voltage/wattage limit, that the motherboard can handle before it drops frequencies of CPU

I have found that, with my 12700H and 3070 Laptop Edition

12700H runs at 4.1 GHz 3.7GHz Minecraft as it should as temperatures rise clocks go down

But in this specific issue, Minecraft is coded in a way where the GPU frequency is really High like 1900MHz 2000MHz
this increases the voltage to around 1V, on the Graphics card
This eats away Voltage on the CPU rail, which is why my CPU all of a sudden dropped to 15W-20W, or 2.2GHz 1.5GHz, and would reduce frames. 

After manually changing the GPU from 1900MHz to 1400MHz the CPU stayed at 3.7 to 4.1GHz and at a constant 40W-45W

I can conclude that this is a Voltage Issue that plagues gaming laptops and many laptops alike unless you change the frequency of the Graphics Card 

What Mojang needs to do in this update is to make the Graphics processing unit boost, 

I am sick and tired of normal Minecraft sometimes not boosting my graphics card. When my target fps is 144 a 1060M should be able to handle Minecraft at over 144 FPS. Furthermore, the GPU is stuck at its base clock of 1404Mhz, however, in this snapshot, I am finally seeing my graphics card go to 1860MHz. I do think this is a bit too high as the temps of my GPU hit 74c. If Mojang studios can solve this by reducing usage but have the PL1 triggered on the GPU then I would be happy.

 

A similar case appears with my desktop where the FPS gets tanked by the GPU going up and down because it's not doing enough. RTX 2070 sometimes struggles to handle 144 because the GPU fails to boost. It seems that the single-core Minecraft uses triggers AVX 2, 512 instructions which lowers the CPU clock, therefore, reducing performance because the GPU is being choked by the single-core low clock speed or IPC 

My system is an i9-7900X @4.8GHz with all clocks stable and voltage set to the historic binning statistics which suggests correct voltages 

My graphics card is not faulty as a Founders edition has better quality silicon and to add to that other games seem to run fine. 

To add to that both of my devices have the latest windows updates and the latest Nvidia drivers from the 446.14

And no it is not overheating all temperatures are below the TJ max by at max 20 centigrade

This update has made so the GPU is being used more, therefore, increasing FPS for some who have high-end systems that need the graphics card to boost.

I honestly beg the developers to sort this performance issue out and make the GPU do something rather than failing to hit FPS targets because I  bought an expensive PC to work to my requirements (not what I want ) I invest in the future and this does not seem to follow. Once you get the GPU problem sorted then I will be happy, but not only me but thousands of people that know Minecraft runs incredibly slow especially on older systems. This upgrade in performance will provide people with older dedicated GPU's listed in your recommended requirements for this game to run faster. I really don't think anyone has thought of this way  before.
