Behavior pack has no blocks folder. 

furthermore the vanilla blocks do not seem able to edit?

Importing the Vanilla Resource Pack fixes the issue. 

Behavior pack link download zip does not work from https://www.minecraft.net/en-us/addons

It gives a error of being incompatible.

Vanilla_Behavior_Pack_1.17.10

Deleting the "dependencies" part of the manifest.json file just makes it not available in game and is not a solution

 Realms, Creative, or experimental setting have no effect on this.
