I wish I knew why it was happening, but in 3 of my 4 worlds it is still happening. I did finally notice in the worlds that it does happen the areas were copy/pasted from another section that was already made, and the one where it works the area was moved, not copied over. I'm afraid it does. Checked another world, it doesn't float as well (drowned was alone), but on the third zoo world they float. It's very strange.
