Not sure if it's designed that way, but when night came around my downed in the zoo used to float, but now it doesn't happen. I've added new Drowned to it and that didn't work either.

I'm afraid it does. Checked another world, it doesn't float as well (drowned was alone), but on the third zoo world they float. It's very strange.
I can't reproduce this in 23w41a, the drowned start swimming in the night as expected.
(I had even tried replicating your setup with the glass above them)
I wish I knew why it was happening, but in 3 of my 4 worlds it is still happening. I did finally notice in the worlds that it does happen the areas were copy/pasted from another section that was already made, and the one where it works the area was moved, not copied over. Looking at the map, the drowned are located at around y = 133 to y = 138. This is a case of MC-210972, their pathfinding breaks above y = 63.
