There was a bug where the same thing happens but instead they spawn way high up so if you drop something it will despawn before hitting the ground so mojang tried to fix it but made it worse instead.

I think it's more about shooting the strongest since it does shoot the skeleton after killing the withered one so yeh.

Even sometimes some skins load while others just won't load and you have to delete it. I hope mojang address this issue.
