Same issue, see the workaround I mention here. The root cause of the bug seems to be milk bucket.

I'm having the same problem but on windows 10, affecting both 1.13.0 and 1.13.1, video proof (camera recorded, sorry)

. There is a temporary workaround though, the root cause of the bug seems to be the milk bucket and the last bucket of a stack seems to be the only one bugged, just tap it twice when milking the cow and that should debug it, workaround video:
