[media]The solid blocks A and B need not be solid: any block which can have redstone on top works.
Also, I believe the cause of the issue is that the redstone components with this bug are transparent, allowing the redstone to power up the staircase; and take direct powering without forcing redstone dust to route into them. As the redstone dust may not be considered by the game to route into said components in this situation (perhaps due to the arrangement of redstone dust), this bug is caused.
Affects 1.19.52 as well.

[media]Therefore, the comparator is outputting a signal strength of 15. This is super annoying, as I am trying to test a hexadecimal CCA circuit, however I cannot test the carrying with a lectern as input.
Seems to be related to (not duplicated by) https://bugs.mojang.com/browse/MCPE-177930, where redstone dust displays / powers blocks incorrectly.
