I am also having this issue version 1.4.7 (Windows XP 32bit). Defeated dragon on survival, but didn't get 'The End?' or 'The End.' achievements. Not sure if it matters, but I never threw an Eye of Ender to locate the stronghold portal. I only used them to fill the remaining gaps to create it.
