I'm having the same issue from an Amazon Fire Tablet (children's account).
Some apps I'm able to download, but I'm not able to download Avatar Legends By Gamemode One.
The progress meter says "Downloading: Avatar ...", but the meter shows no progress and it hasn't changed in over a week.
I've tried clearing the marketplace cache and then shut the tablet down and started it back up, but this doesn't seem to help.
Currently using Minecraft v1.20.51
