FYI, I'm experiencing this exactly. I'm on the iPad, v1.21.2.
Add on name: Wolf Life by Float Studios
I've tried:
Clearing the marketplace cache, signing out, killing the app (swiping up), reopening, signing in, re-downloading
Rebooting the iPad, trying again
Repeating the above a dozen times with different variations
Sometimes I get this error when trying to access the marketplace:
"Hmm, Marketplace is having some issues. Please try connecting later. L–2147467259"
But most of the time I don't. I just try to download, and it stays stuck at:
"Step 1 of 2 - Downloading Content: 0.00MB of 46.7MB"
And stays there forever. My daughter is pretty bummed, I'd love to get this sorted.
