This is also an issue for me at the moment. Wanted to upload data packs to a world I and some friends have been playing in my realm. So I downloaded the last backup, tested it in a single player, added the data packs, and tried uploading it. It failed with the upload executing but got stuck in "Verifying your world" and eventually failed with the error (-1).
So I proceeded to do some tests. Namely downloaded the backup again, and tried to upload it without the data packs, and I still got the same issue. My world has 1.16GB. I then tried with a smaller world of 31 MB and it was successful. So I assume it has something to do with the size of it.
I replicated the issue and achieved the following logs in the launcher debug console
