What I did was made sure that in the services, all the xbox things were set to automatic and the connected user expiriences and telemetry was also automatic, then restarted them all. Then I made sure that the Xbox Console Companion was istalled and made sure all the xbox apps were up to date. Then I unistalled both Minecraft Windows and the launcher, reinstalled them, then achievments worked.
