My son is able to play today normally (and hasn't been able to for months). Not sure if this is a lucky session or if something was changed (he has tried several times before with the latest version 1.20.13)
The video attachment is exactly what happens on mine since March.
This is still happening for me using 1.20.13 on iPad.

Issues specific to the iPad are tracked in MCPE-173580.
Now that my son has taken a break from playing, i can confirm he is using 1.20.15 so that seems to have fixed it.
