This happens to me with my diamond pick axe trying to mine nether rack...works fine with an iron pick axe...A temporary fix for this, if you place a block you can mine normally and just keep holding, it will continue to mine everything behind it...but it does it at WARP speed (which is actually pretty cool LOL) (iOS 11)
