For additional context, I'm currently experiencing this issue on the Minecraft Bedrock for Windows 10, with the 1.19.20 update (just checked and still experiencing this issue). I'm running the game on Windows 11 Pro, version 21H2.
Unlike other commenters, I have attempted to run NetLimiter to see if this resolves the issue and it does not. I am also not using a VPN. I have noticed that this is only happening with packs that I have not installed in previous versions of Minecraft (prior to the 1.19.1/1.19.2 updates).
Steps Observed when attempting to upload a resource pack that was in use prior to the updates:
1) After uploading fresh world into a realm, Go into Realms menu, click "Edit World"
2) Navigate to Resource Packs/Behavior Pack menu.
3) Select add on, click "activate"
4) Click Back arrow in the upper left corner of the screen
5) Dialogue Box appears reading "Applying Packs. This may take a few moments" (exact wording subject to false remembrance)
6) I have now returned to the Realms Menu (the one with the "Play" and "Manage Realm" buttons at the top of the screen).
Steps Observed when attempting to upload a resource pack that was NOT in use prior to the updates:
1) After uploading fresh world to realm, Go into Realms menu, click "Edit World"
2) Navigate to Resource Packs/Behavior Pack menu
3) Select add on, click "activate"
4) Click Back arrow in the upper left corner of the screen.
5) Dialogue Box appears reading "Initializing upload" with nonhighlighted progress bar and "Cancel" button.
6) Text in box changes to "All done!", still with a nonhighlighted progress bar. Button now reads "Let's Go"
7) Click on "Let's Go" button
8) Game returns to the "Edit World" screen.
9) Click on Back arrow in the upper left corner of the screen
Repeats Steps 4-8 infinitely. Only able to escape this loop by closing the game entirely.
