I concur. Stuck in loop uploading resource pack to realms.

"Initializing Upload" (No progress bar and clickable "Cancel" Button)
"All Done!" (Non-highlighted green progress bar, labeled "0.00mb 20.0mb" and clickable "Let's Go!" Button)
Edited my pack for two hours, thinking it was my error before I looked for new support tickets.
Thank you for adding yours, I'd still be editing otherwise.
New data to consider based on limiting upload speed.
Steps to Reproduce (PC):
Download "NetLimiter 4"
Limit Minecraft's Out to 3mb or under.
Select "Edit World" under Realm Settings
Select "Resource Packs" under Add-Ons
Click "Activate" on a pack that has not been uploaded to the server.
Check the box labeled "Require players to accept resource packs to join"
Click back arrow in top left-hand corner
Observed Results:
"Export in Progress" {Non-highlighted green progress bar}
"Initializing Upload" (No progress bar and clickable "Cancel" Button)
"All Done!" (Non-highlighted green progress bar, labeled "0.00mb 20.1mb" and clickable "Let's Go!" Button){*}{*}
Returns to Edit World settings page upon clicking "Let's Go!"
Prompt in top left corner states "Failed to set force resource value" ((Note: this only shows when limiting upload))
Clicking Back arrow in top left-hand corner starts observed results back over from step 1.
Expected Results:
Export in progress has active loading bar
Initializing Upload has the correct size information and loads to completion.
All Done! Let's Go has a completed upload bar.
Clicking Let's Go brings you back to Edit World
Clicking Back arrow takes you back to the Realm Settings.
Loading into world has new resources/textures.
