The nether reactor has been removed from the inventory in creative mode, you can not give you it with /give, and you can not place it with /setblock.
This is not a terrain bug, it's a rendering glitch

Load a world with the old world type.
Going to spectator mode
Flying outside the world but not more as 10 blocks!
Going to survival or creative mode
You can see hitboxes and can break and place blocks, but the blocks are invisible.
