Yep, I'd agree with that. It also matches as I see he's noted in versions 1.14 in above and I can confirm in earlier versions of the game this doesn't happen. Also it only happens in single player solely. So any multiplayer play is absolutely fine

Yes - although not directly. I wouldn't say mine happen when facing in a certain direction. I think just when crossing some chunks in any direction it does it. I also get some random stutters in general as well. I know this isn't a hardware fault because bedrock edition runs absolutely fine and so do other games
