I've encountered this issue today. Logging in and out several times did not fix the issue.
When exiting the game, I alt-tabbed which forced me to quit the server (I don't know if this is related). I did the challenges on a second account and immediately received the cape.
It has been a couple hours, still no cape on my main account.
