This solution worked out for me:
Go to Windows settings.
Choose Time & Language.
Select Region from the side menu.
Set the country to United States.
Set the Current format to English(United States) or (United Kingdom)
Restart your PC.
As it seems that 1.19 is not yet supported by many regions and formats of Windows.
