[MC-100284] Redstone torches playing "burn out" sound when even they don't burn out

The bug

If you build the clock circuit below (make sure to place the redstone at the top right last), you'll hear one burn out sound (which is an actual burn out), then another (also an actual one), then you'll hear tons and tons of sounds even though the redstone torches aren't burning out.

Confirmed for 1.16.5. The sound is mislabeled as "Torch fizzes" (testing this bug discovered MC-218415). It also makes particles even though it shouldn't.
