resource-pack server.properties setting ignored when a resources.zip is in the world

The bug

The resource pack information from the server.properties file are not used if a file called resources.zip exists. This file is used for singleplayer worlds to provide a resource pack which is loaded once the world is opened. However, this does not work for servers, see MC-73716.

Expected would be that the server just ignores that file and sends the information from the server.properties file.

It seems to be persistent into 1.10.

Is this still an issue in the latest snapshot 16w44a? If so please update the affected versions.

@unknown Yes, just tested with 1.13.1 and it still happens.
