[MC-101950] Walking on shulker, boat/raft or boat/raft with chest doesn't play footsteps sound

The Bug

Walking on top of shulkers, boat or boat with chest does not produce any footstep sounds or subtitles.

Steps to Reproduce

Summon some shulkers.

/summon minecraft:shulker ~-1 ~ ~ {NoAI:1b}
/summon minecraft:shulker ~1 ~ ~ {NoAI:1b}
/summon minecraft:shulker ~ ~ ~ {NoAI:1b}

Walk on top of the shulkers.
→ ❌ Notice how walking on top of shulkers does not produce any footstep sounds or subtitles.
Summon some boats.

/summon minecraft:boat ~-1.5 ~ ~
/summon minecraft:boat ~1.5 ~ ~
/summon minecraft:boat ~ ~ ~

Walk on top of the boats.
→ ❌ Notice how walking on top of boats does not produce any footstep sounds or subtitles.

Expected Behavior

The expected behavior would be that walking on top of shulkers or boats would produce footstep sounds and subtitles.

Boats and shulkers aren't blocks, but entities. Blocks should have fall damage sound effects, but I don't know if it was intended for these sound effects to play if, for example, you fell from >4 blocks onto a shulker.
