The bug
Wet wolves turn darker (see MC-4618). However, when there is no light nearby (e.g. in caves or the bottom of the ocean) wet wolves become nearly black. This appears to be unintended.
How to reproduce
Create a superflat world with the preset "Water World"
Go to the ground of the water
Give yourself night vision and water breathing
/effect give @s night_vision 10000 0 true
/effect give @s water_breathing 10000 0 true
Spawn a wolf
→ The wolf is nearly black

I think this is the same bug as MC-165362. When wolves are wet they turn dark, and get even darker the lower the light source. It's not dependent on where the wolf is, but rather how bright it is. The bottom of the ocean and the end are both places that are very dark.
Even in MC-150810 the wolf in enclosed in a dark corner. Though not submerged in water, there is a separate bug where sometimes a wolf wont shake off water, especially if it teleported out of water to get to its owner instead of walking onto land by itself. So I think there's three separate bugs happening:
1. Wolves turn dark in water, and the lower the light source the darker they get
2. Sometimes wolves wont shake off water, especially when teleporting out of water, leading to them staying dark dependent on light sources
3. MC-166269, a separate but related issue where when they turn completely black no matter the light source when shaking off water
@@unknown, if you are still experiencing this issue in the latest versions (1.16.4 / 20w48a), please search and create a new report and refer to this one. And make sure you are not experiencing MC-150810.
