Many plants and other blocks behave oddly when blocks are placed on them

Now, usually when you place a block on top of the grass decoration, the grass is removed in favor for the block you placed. This also effects things such as ferns and dead bushes. However, when you try to do the same with a flower, the block goes beside it or on top of it, depending on the location. Expected behaviour would be for the replaced block to break instead, dropping where appropriate.
